THE LIST IS IMPORTANT FOR THIS REASON:

If the people, like the Strange family, were targeted for NSA spying because they were critical of the US government, then that totally destroys the government's arguement that they must have this secret program in order to protect the country against terrorists.

Plus, can you imagine how those 8 million people will react when they discover that they have been targeted? It has the potential to destabilize the nation. Plus, a lot of those people will be filing lawsuits. The Justice Department will have its hands full defending them.

This could get ugly.
