I thought Russian beluga caviar was banned, due to the fact that it's leading to the extinction of the beluga sturgeon.

But you can buy Beluga caviar in countries that don't embargo Iran (like Russia).

There's a running gag in the foreign service that you always get another country's diplo to officially "host" your party, so that you can serve Iranian caviar.
