I think he is location-neutral. He blew off Hawaii, after all. But he doesn't want any rules to live by, imo. Maybe that explains his hesitation, not to mention the incoherence of this whole odyssey.

which took shape after his lawyer there advised him he wouldn't have access for a computer for as long as his extradition case lasted, which was up to two years.
