I know the next step after PRISM and a national DNA-database:

You should be tested for drugs, so we can find out if you misuse your Social Security money.
If you don't take drugs, you've got nothing to fear.

We better listen to your calls and read your communications, because you might be connected to criminal/terrorist activity one day.
If we never-ever connect you to criminal or terrorist activity, you've got nothing to fear.

We better create a national DNA-database, because then we can immediately find out who committed a crime.
If your DNA never-ever gets found at the site of a crime, you've got nothing to fear.

Tell me, the NSA/CIA/DHS/FBI/Pentagon won't do this, once neuro-electronic mind-reading technology is ready for application.
No way. They wouldn't get the legal permission to do that.
After all, it's morally wrong, just like torture, indefinite detention and force-feeding.

We'll probably have to be fitted with collars. As an added benefit, they'll be able to deliver an electric shock to those who transgress.
