If authorities are bracing for riots, doesn't that mean that they realize and acknowledge that people have been fucked over?

(1,353 posts)about 5 minutes after the verdict was announced, I heard gunfire coming from a few blocks south.
No, it was not fireworks. I am a competitive target shooter and have spent countless hours at shooting ranges. I know the difference in the 2 sounds. One of my roomies is former USMC and law enforcement. He agrees it was gunfire.
We called the police. All quiet since then.
