The filibuster reform he was threatening would not have changed the legislative process or judicial appointments. This was all about getting the President's appointments placed into departments which are under the Executive Branch.
It wasn't a complete win, but it was close.
He didn't fold. He might even have been bluffing, but the (R)s backed down on this one.
