Crack cocaine vs. "regular" one

On Friday on PBS News Hour one of the guests, an African American professor from Vanderbilt - Carol Swain - said that it was the Congressional Black Caucus that pushed for heavier penalty on the use of crack cocaine.

I did not know that. I know that many often point to a disparity in penalty as one reason that so many African Americans are in jail.
