Is it normal for a police officer to have 628 pages in his personnel file?

I made a public records request for an officer who harassed me during a traffic stop to see if he had any prior disciplinary issues. Well, after three weeks I received an invoice for 628 dollars at 1 dollar a page. What the hell.

The first thing I'd wonder is if they somehow padded this bill to keep you from pursuing the file.

time and the need for someone to do it. Copying files onto a CD is a one-step process, so it's cheaper. That's lots of pages to look at, though. Have you filed a complaint against this officer?
