from voting even in blue states. These KKK squads will be rampant in "cracker" states.

Only the pre-clearance provision which identified designated States and localities. Has no effect on basic Constitutional rights. And if it did, what would this have to do with vigilante groups and the willingness of Blue State officials to enforce the Law?
