Those that laugh at the aircraft carrier probably don't know that Wyoming can access the Pacific through the Snake/Columbia River. Steamboats have been doing it since the 19th cent. People assume all aircraft carriers are massive bases with catapults and thousands of crewmen. The right container ship can be converted into a floating base for helicopters. Container ships were converted to Merchant Aircraft Carriers in WWI for prop planes. As long it has a draft of less than 14 feet can get through the locks of the Snake and Columbia rivers to reach the Pacific. Getting them is easy enough
