In any case, all the evidence points to the opposite of your claims. The President has made crystal clear that he want to launch military strikes and the Congress has already taken steps toward a vote on an AUMF in Syria.

POTUS doesn't want a defeat in Congress and Congress doesn't want to vote on anything important. I not sure they even know how to vote on anything other than defunding Obamacare and abortion.
