USDA Announces Landmark Rule to Crack Down on Online Puppy Mills

Tens of thousands of dogs suffering in substandard, filthy, and overcrowded cages for years on end will finally get the protection they deserve as a result of a rule the U.S. Department of Agriculture will formally adopt today. This change, a long-held aspiration for The HSUS, the Humane Society Legislative Fund, and the Doris Day Animal League, is decades in the making and will extend federal oversight to thousands of puppy mills that do business online.

Of the dozens of puppy mills that The HSUS has assisted in closing down over the past five years, the vast majority were selling puppies online and escaping any federal oversight because a loophole in federal Animal Welfare Act regulations exempts Internet sellers. Because large-scale dog breeders who sell animals to pet stores are regulated, but breeders who sell directly to the public are not, there has been a massive migration of breeders to the latter sales strategy within the last decade or so. If they could sell dogs and escape any federal oversight, why not get in on that act and continue to cut corners on animal care?

We thank the Obama administration and the USDA for bringing new standards of care to thousands of puppies, but also to kittens, rabbits and other warm-blooded animals who are often raised in inhumane facilities and sold as pets over the Internet, by mail or by phone, sight-unseen.

Earlier this year, The HSUS and local authorities removed 58 dogs from Royal Acres Kennel in North Carolina. The animals we found there included blind and paralyzed dogs; dogs with dental decay so severe that several of their jaws were disintegrated and they could no longer keep their tongues in their mouths; animals with tumors and infections; and a paralyzed Dachshund who had injured his private parts by dragging them along the dirty ground for so long on nonworking legs. Field responders said the ammonia levels in the facility burned their eyes. This facility, which sells many small-breed and "designer" puppies, took advantage of a loophole in Animal Welfare Act regulations that exempted online sellers.

It’s because of cases like this that the new federal rule, announced on Tuesday by the U.S. Department of Agriculture, is so important. The USDA is now moving to close that loophole, which allowed large-scale operations like Royal Acres to continue selling dogs without a license or inspections. Without any oversight at the federal level, there were so many puppy mills cutting corners and mistreating dogs.

I was born in Germany and my dog was 3 years old when I was born. He lived to be 19 and had traveled from Germany to France and Pakistan before we settled in the US. He knew command in 4 languages. He died when I was 16 and when he did, for a while, I felt like my world fell apart.

What a long life he had! I am glad you have wonderful memories of him.
Ours showed up on our doorstep five years ago and we were never able to find his owners though we used every avenue available to do so. He made himself right at home. The vet estimated his age at two when we took him in to be checked for a chip. He was a dapple like the one in the photo. Full of personality.

beautiful loving personality. He wandering the streets and we took him in. He's been great and is now about 14 years old.

All our dogs and cats and tortoises (Sulcata) are rescues. Can't wait for all the puppy mills to be shut down.

... and our city allows us to keep three.

So many dogs. There's no reason to breed more.

One of our dogs is sweet, two are misfits. All three were born because clueless fucks were dog-selling and dog-buying.

There's no reason for it. There are plenty of dogs in this world.

Learn about dogs, good dogs and bad dogs, and bring one home that would otherwise be killed.

Our worst-dog-in-the-world ever, a young animal shelter Catahoula matured into the most intelligent dog I've ever known, someone I could trust off leash. She'd even let our pet rats and parakeets ride around on her back. She played with out pet rabbit.

Our current most-idiot dog ought to be pulling a sled in Alaska but someone here in Central California thought it would be cool to own one and kept him chained day and night for five years as a macho yard decoration before Animal Control took him. His teeth are worn from chewing on the chain.

This dog is messed up. I hope he learns some ordinary domestic dog culture. Our old lady dog is trying to teach him. He's a big Teddy Bear, except when he's not. He likes all people. I'm not sure he can tell one of us from another. But he'd eat any small animal that landed on his back and he wishes the neighborhood coyotes great harm. Two of our dogs sniff, raise an ear, go back to sleep on comfy bed when they hear or smell the coyotes. Alaska dog, no... he wants out so he can kick some coyote ass.
