Basically, the Democrats have been trying all Summer to negotiate with the GOP in a "conference" on the budget, only to see the Republicans refuse. Now the GOP is demanding negotiations, but is not willing to offer any concessions, nor is it even willing to stake out a clear position that it wants.
Understand these three points, and you'll basically have a better understanding of the debate than any of the yakkers yakking cliches for the next few weeks.

(6,819 posts)My favorite is when Repubs want Social Security, Medicare and Medicaid cuts but they won't say what they want cut. They just say "entitlement reform" and want the Democrats to publicly announce the specifics.
It reminds me of what happened in the PA. House of Representatives when the Republicans wanted to increase funding for transportation, but they insisted the Dems had to provide all of the votes to increase the gas taxes. It almost worked, until the teabaggers cut the mass transit funding at the last minute and the Dems refused to provide the votes.
