The Hail Mary strategy proposed by Democrats late last week to end the government shutdown is predicated on one small miracle: moderate Republicans defying their leadership to bring a clean spending bill to the House floor.
But even if the strategy ultimately fails, which now seems likely, Democrats still see it as an opportunity to call out those supposed moderates -- the Peter Kings and Charlie Dents -- who have talked a big game about ending the shutdown, but failed to follow through when presented a procedural path to do it.
"This is a way to smoke out people who say they want to keep the government open right now," Rep. Chris Van Hollen (D-MD), one of the plan's architects, told TPM in an interview Monday. "This is an opportunity for them to put their signatures where their mouths are."
The mythical moderate Republican caucus has disappeared every time the House has taken a vote that could derail the House GOP leadership's shutdown strategy. For Van Hollen and others, using a discharge petition to bring a clean bill to the floor is another chance for Democrats to apply the pressure to those members.

"These Republican members, who say that they want to have a vote to keep the open government, will now have the opportunity to demonstrate it in deeds," Van Hollen told TPM, "not just words."

The most dangerous group in Congress is moderate Republicans, many from the northeast, who could reopen the government and break extremists' grip on their caucus' agenda, but choose not to.
According to the Washington Post, 21 House Republicans say they are prepared to vote for a "clean" continuing resolution to reopen the government. Together with Democrats, this is enough votes to pass the bill that has already passed the Senate, reopen the government, and stop the madness.
Yet these Republicans who publicly say they favor a clean CR have repeatedly voted with their extremist colleagues to prevent it from coming to a vote.
If moderate House Republicans don't want a government shutdown and favor a clean CR, why have they passed up on ways to end the shutdown?

Rep. Raul Labrador (R-ID) on Monday said Democrats have no evidence that a no-strings-attached spending bill would pass the House.
CNN's Anderson Cooper pressed Labrador to explain why a so-called "clean" continuing resolution to fund the government shouldn't immediately be brought to a vote.
"You know, we could bring it to a vote and it would lose," Labrador said on "AC360." "And this is a beautiful talking point that the Democrats have, because it is something they have no evidence that there is anybody willing to vote for this bill."
"Well why not bring it up and see?" Cooper asked.
"Why should we?" Labrador responded.
"Because that is how things work. Your job is to vote on things," Cooper said.
