I like it. I hadn't heard this one before. As someone with what was quite likely naive hope that either the platinum coin or the 14th Amendment could serve to end the debt ceiling crisis, this third alternative looks even more appealing. The real question would be how much these could raise and how fast.

I think they would sell quite well given the right yield. This is not a case where the U. S. cannot pay its bills, but rather is a case where there is a short term political stalemate that will be resolved, and so those bonds would be sure to be repaid.
