By Sue Chang
SAN FRANCISCO (MarketWatch) - Health and Human Services Department Secretary Kathleen Sebelius will not testify at a Congressional hearing Thursday on the the Affordable Care Act's website problems, according to media reports on Saturday.
An official with the Health and Human Services Department told CNN that Sebelius did not have enough time to respond to the request.
The Republicans, who have been vocal in their criticism of Obama administration's efforts to overhaul the healthcare system, are calling for Sebelius's resignation.
"There must be accountability for this astounding failure and waste of taxpayer money. We're seeing more than just a 'glitch' or two; this is systemic failure," said Republican National Committee Chairman Reince Priebus in a post on the RNC website.

(27,461 posts)look back on the rhetoric they have been saying about Obamacare. Now they are protesting the failures in implementing that program, which they have been saying will lead to the end of America.

As long as the Tea Party remains in the House, no member of President Obama's administration should attend their faux hearings.

(951 posts)My guess is that to avoid potential rate shock among customers, someone at HHS decided that you would not be allowed to see the prices for insurance plans without first putting in your personal data. That way, the only way you'd see the prices is with the subsidies already figured into the price. Part of the system sort of looks like this:
Customer --> Healthcare.gov Site ---> Back-end verification system --- > Government Databases
In theory, the back-end is supposed to be checking your personal information against various government databases (like IRS and DHS). If the back-end system isn't working, or if it is having trouble accessing the government databases in a timely fashion, which seems likely, then you can't verify your personal information and so you can't get anything done.
Edit: And I would think it would have been possible to create a system where you make an account and put in some personal data without verification, just to shop. Then you could actually apply for official verification, get an e-mail ("Wait 48 hours while we verify your data" and then purchase.
