What if the surveillance state was inverted?

What if instead of corporations spying on the public and reporting back to their CEOs and political buddies, citizens were assigned to review all of the communications of a government official they were blindly paired with? One or two minders for EVERY public office that has any buying or policy making power, from the SCOTUS to the Mayor of Lost Springs.

Reports would be available of every meeting, text and phone call, every movement. Every one they met with, every subsequent bank transaction or law change that they sponsor.

Would corruption be wiped out?

gaged by performance reviews, same should be true for them, voting is not enough, because the voting system has been corrupted by district shenanigans. Likewise, their communications should be monitored for unethical and/or corrupt practices. They serve us, not we them.

The corrupt would just engineer who was to be their monitor and everything would continue just "fine".
