Can Vermont's very liberal Burlington pass gun control?

The city council has passed some modest gun control but can those measures pass a city wide vote and the legislature?
Vermont is liberal by almost any measure- except for gun control. At least we don't have any SYG type laws. It's frustrating and my guess is no way this passes the legislature- even though dems have a supermajority in both houses augmented by Vermont Progs.

Burlington is moving forward with a trio of gun control measures with wide backing from the mayor, city councilors and the city’s police chief.

On Monday night, the city council passed three of four proposed charter changes. The three propose to give police power to seize guns when there is reasonable suspicion of domestic violence, ban firearms from institutions where liquor is served, and require all unattended guns to be securely locked.

Another proposed charter change called for a permitting system for the concealed carry of firearms. Both Mayor Miro Weinberger and Police Chief Michael Schirling voiced opposition to that plan.

The proposed changes now have to pass city-wide vote before they’re presented to the state legislature. If Burlington voters and state legislators approve the change, the city may begin to enforce them.

1. How would they know if a person in a domestic violence incident is in possession of a gun?

I think it's a good idea that guns be removed from settings that might become physically violent, but how do they know what weapons are at hand?

The details always interest me.

but ever since Newtown, there's been a push to institute some modest gun control within the state. It's largely failed. This is just another push.

4. Interesting how unconcerned they are about un-permitted concealed carry.

I guess concealed carry has not presented any problems in Vermont.

6. No, it really hasn't presented any problems. In fact, CCW is not the problem.

Illegal guns used by those that obtained them illegally are nearly ALL of the problem.

are unconcerned, it's that they know it won't fly.

and no, there haven't been any problems with either concealed or open carry in Vermont, neither of which require a permit and can be practiced by anyone over age 16- which personally bug the hell out of me.

5. Seize guns on SUSPICION of domestic violence? That's 100% unconstitutional.

While I understand the intent, Due Process cannot be ignored.
