"Then who exactly does this help?" (abt. the ACA)

The 'upper classman' in me says this is a teachable moment, but I have an unabashed desire to call this person a pejorative.

We are in an ACA discussion and I provided this quote: "If it will cost more than over 8% of your income to buy insurance, you are exempt from this mandate to purchase insurance. The CBO estimates that in 2016, there will still be 30 million people without insurance, but most of them will not be subject to the penalty."

In the first year of the Obamacare coverage expansion, 14 million people will gain health insurance, the Congressional Budget Office projected in May. By 2023, there will be 25 million fewer Americans without health insurance than if the law had not been enacted, although 31 million will remain uninsured, according to the CBO.
