Republican filibuster blocks Obama appeals court nominee

WASHINGTON -- Senate Republicans blocked another of President Obamas nominees to the U.S. Court of Appeals for the District of Columbia Circuit, the latest chapter in a long-running battle between the parties over seats on the influential court.
The 56 to 41 vote for Cornelia "Nina" Pillard, a Georgetown law professor, was shy of the 60 needed to end a Republican filibuster. One senator voted present.

Collins (R-ME) and Murkowski (R-AK) voted 'yes' with the Democrats
Hatch (R-UT) voted 'present'
Not Voting: Inhofe (R-OK) and Johanns (R-NE)
Note: Reid (D-NV) changed his vote from 'yes to no' due to procedural rules so that he can bring the nomination back to the floor again in the future.
