Denver City Council passes pot rules that allow smoking on private property, even in public view

DENVER - Denver's City Council voted Monday to allow residents to smoke marijuana in a front yard or on a balcony, even if they can be seen from the street or sidewalk.

The measure, labeled Council Bill No. 13-736, makes it illegal for anyone under 21 to possess marijuana and makes it illegal for anyone to consume marijuana in public.

The first violation of those rules can be punished with a $150 fine. A second violation carries a $500 fine and each subsequent violation carries a $999 fine.

Monday's decision to pass the measure is final.
