Around my neck o' the woods we don't call it a blizzard until it's snowing so hard you can't see across the street... and we get that once in a while, but we also can have snow fall so heavy that we get a minimum of an inch an hour and the sun might still shining through the clouds enough to cast a shadow! We call that "snowshine".

In big cities it is a big deal since there's no place to push the snow and trudging through it is really tough to do.
