which does fuck up traffic, but have to admit this sounded like bs from day one.

Squeezing three lanes into one is another. If the visual didn't answer their query the first day, why did they continue?

It usually involves running some cables over the street that count the number of cars any given minute/hour LOL

that go by a certain point - usually with a cable the cars drive over that records each one. How do you do a traffic study by blocking traffic? Never heard of such a thing. It does have a bad odor.
