This sounds like one of those "let's have a lottery to fund education" selling points. What happens is, sure, lottery proceeds go to education, and the money allocated to education from the general revenue is cut by that amount.

I guess the point is that when a strip club opens up in your neighborhood, you're supposed to think "oh, but it benefits assault victims."
