During the day, at least nine people were killed, including two policemen, as protesters and security forces clashed in the worst violence in weeks.
Security forces had earlier given protesters a deadline of 18:00 local time (16:00 GMT) to end the unrest.
Police had surrounded Independence Square - known locally as the Maidan - which has been the scene of a mostly peaceful protest camp since November.
The city's metro service was suspended, and there were reports cars were being prevented from coming in to the capital.
Shortly before 18:00 GMT, police announced over loudspeakers that they were about to begin "an anti-terror operation".
Then they began firing water cannon at protesters and advancing with an armoured vehicle. Protesters lit fires and appeared to be throwing fireworks.
Thousands of people are in the square, which is close to Ukraine's parliament building.

KIEV, Ukraine (AP) Thousands of police armed with stun grenades and water cannons attacked a large opposition camp in Ukraine's capital on Tuesday that has been the center of nearly three months of anti-government protests after at least nine people were killed in street clashes.
The police dismantled some of the barricades on the perimeter of Independence Square, and many of the protest tents were set on fire. But the 20,000 demonstrators fought back, armed with rocks, bats and fire bombs, and singing the Ukrainian national anthem.
Opposition leader Vitali Klitschko urged the protesters to defend the camp.
"We will not go anywhere from here," Klitschko told the crowd, speaking from a stage in the square as fires burned around him, releasing huge plumes of smoke into the night sky. "This is an island of freedom and we will defend it," he said.
Many heeded his call.
"This looks like a war against one's own people," said Dmytro Shulko, 35, who was heading toward the camp armed with a fire bomb. "But we will defend ourselves."
The protesters appeared to sense that Ukraine's political standoff was reaching a critical turning point after the deadliest violence yet was paralyzing the capital.
As the tents went up in flames, defiant protesters shouted "Glory to Ukraine!"
