Could UAW make a silent return in the VW-plant in Tennessee?

VW really wants to set up a "works council", even if it's only a swiss-cheese-solution to circumvent labor-laws.

The basic premise behind a works council is simple: Why should the factory-owner worry too much about improving the plant and increasing productivity, when he could outsource the brainstorming to the workers themselves who know best about the practical things anyways?

And I think, even such a half-assed "union" could be the crack in the wall: Once the workers taste what it's like being able to contribute their personal tiny share in running "their" plant, they will want more. And they will notice that non-union employers don't offer that.
