A Democratic lawmaker in Kansas says that her bill allowing teachers, caregivers and parents to beat children to point of leaving bruises is about restoring parental rights, not abusing children.
State Rep. Gail Finneys (D) bill expands current law, which allows spanking without leaving marks.
According to KCTV, the new legislation would permit teachers, caregivers and parents to strike children up to 10 times, and leave redness or even bruising.
McPherson Deputy County Attorney Britt Colle, who proposed the idea to Finney, told KCTV that the measure actually protected children by defining what parents were not allowed to do.

(8,361 posts)haven't figurd it out yet. But I don't think the Ted Nugents, Peter Kings, et al are in any jeopardy of being arrested for their backward and hateful worldviews. They're just going to lose more and more elections and power.
Sucks to be a Republican these days, doesn't it?

Lawsuits up the wazoo... while children are being battered. This bill is sooooo messed up.
Many of my old friends moved to Kansas for the schools since Missouri's had gotten so bad. Wonder if they are moving again or moving back to MO after all of the articles I have been seeing about KS.

(34,111 posts)one of them also helped write the Religious Freedom Bill that was so discriminatory. She also helped (Jan Pauls, not Finney) with the Surrogate Bill and is against Abortion and I believe Birth Control but don't hold me to that last one for sure.
It was a moderate Republican who brought our amendments to the floor to try to stop the RFRA bill, NOT a Democrat. Our Democratic house leader said there were more important things to do and that the Religious Freedom Bill that was so damned discriminatory was a distraction. He is also our only hope against Brownback.
We have been down so many rabbit holes we are dizzy. The people are rumbling, if the Dems don't take advantage of this and stop doing all this stupid shit they are going to lose even the few seats that they have.

(34,111 posts)It is awful hard to know where and what to do. Basically I follow the policy not the party. You just can't. When a moderate Republican supports the more liberal side than the Democrats you just have to move with it. Until this damned state gets out from under the Koch brothers and the Talibornagains you can't ever tell how anything will turn out or who will turn next.

(30,099 posts)Wichita Rep. Gail Finney Responds To Concerns Regarding 'Spanking Bill'
By Kate Clause
Due to the overwhelming response regarding proposed legislation clarifying corporal discipline, Representative Gail Finney of Wichita has released a statement to clarify her proposed bill.
Finney says while parental corporal discipline in Kansas has always been permitted in the state, it's never been defined in Kansas statute.
This omission has left the interpretation to administrative officials in the executive branch, law enforcement personnel, and the judicial branch.
Finney says the bill is intended to give guidance to these officials and serve as a guideline for parents, not to legalize child abuse in Kansas.
Many people have expressed concern over the House Bill 2699.
The bill would allow parents to administer 10 strikes of the open hand palm and that could leave redness and bruising. It would also allow parents to give permission to others to spank their children.
It would continue to ban hitting a child with fists, in the head or body, or with a belt or switch.
Current Kansas law allows spanking that doesn't leave marks.

"This legislation is intended to (i) provide guidance to state officials in the administrative and judicial branches; (ii) serve as a guideline to parents; and (iii) protect Kansas children from abuse"
http://www.gailfinney.com/
how the hell is telling an adult it's ok to leave marks or bruises on a child protecting them from abuse??
Jefferson23
(30,099 posts)such a vile thing..or she is an abuser herself. There are a percentage of Americans that believe
this conduct is acceptable...it should be against the law.
Her facebook has some noted remarks for the legislation she is pushing...she needs to
hear more. Where are the child advocates of Kansas? The APA etc..everyone should be
challenging her. There is no data to support treating children like this, it is sick.

(6,785 posts)What an awful person. I think one of the reasons we find it so hard to progress as a society is that we have to keep fighting the same battles over and over and over. Even the ones no sane person should be trying to reignite. If we can ever get rid of all the regressive asshats that think women and children should be property, we might be able to solve global warming and end world hunger.

(20,043 posts)....yep that's exactly what it is.
Back in the day Catholic schools use to use corporal punishment. By the time I was went they'd pretty much stopped. Some still did it and got away with it.
I had a nun put hot sauce and an eraser in my mouth for talking in class--I was in second grade. She cracked my knuckles with a ruler too. I thought my mom was going to need bail money..lol. Thank gawd my dad was with her cuz he literally held her back. Needless to say that was my last day at that school.
