And for that matter the Senate controlled by the Democrats must sign off on it as well. So this is a bipartisan problem.

I think it stems from your lack of understanding of what is politically feasible vs. politically popular. Regardless of the injustice of not keeping food stamps funding where it was due to staunch GOP opposition, it doesn't mean we should fail to do something beneficial to the U.S. and Ukraine in this crisis.

unless there were cuts to food stamps according to Republicans. Now, those cuts were MUCH LESS steep than originally proposed by Republicans but they were still cuts, and none of us should be happy about it considering our economy is still experiencing anemic jobs growth and many families are still in poverty.

On the other hand, most politicians on both sides of th aisle see the advantage of material acts helping Ukraine as they work to pull Ukraine into the EU sphere rather than as a backwater to Russian empirial designs.

here in the USA? Maybe some of us can get on a crew dismantling Chernobyls reactors? The companies that will benefit from anything out of Ukraine will be hedge funds who buy up utilities and get rid of workers pensions and benefits as well as big oil and the US MIC. In other words, the top one percent and everything we fight against everyday here at DU. And you cite that our leaders on both sides of the aisle are on board with this endeavor...well you've proven one thing...they both serve the top 1 percent and your happy with it because you think it's...do-able.

No were not coughing up readies : we'll back loans by others to remove the additional cost of credit default insurance.

Other than that US foreign aid is rarely "cash" which in this instance is what Ukraine needs - its funds paid to US companies to privatise their water supply whatever.

issue, it's a political issue. Not to mention, foreign aide can be moved within it's own budget category. There is also emergency aid that is usually in the budget, but that may not be the case with the sequester.
