It fits with a pattern of prevarication on Lyin' Ryan's part.

The original version didn't involve a government program, it was just someone offering a homeless kid they knew either a lunch everyday or money to buy one. The kid, given that choice, asked if it was the lunch if it could be put in a paper bag, because of what that symbolized to the kid.

The kid was not rejecting an available lunch because somehow the school lunch symbolized something less to them.

Now, it's possible that Ryan didn't make it up himself, since he presented it as an anecdote told to him by someone else, giving him "deniability" as to who turned a book passage into a bullshit political anecdote. But make no mistake, it's a bullshit anecdote.

To paraphrase Dick Cheney, "Reagan taught us that bullshit anecdotes don't matter." #Ryan-Cheney2016
