He was a fatalist. The book is an allegory about the doomed fate of revolution -- any revolution.

as precursors to Ingsoc.

If anything, Orwell (i.e., Eric Blair) was something of a disillusioned anarchist/democratic socialist.

The British Empire gave many eccentrics ways to lead interesting lives.
