Turn in to who? No crime is being committed at this time, he is certainly not a fugitive. The only possible outcome, that even resembles a legal course, is a person/group "captures" him, turns him into the authorities, who promptly release him. At best, it amounts to nothing, at worst, I shudder to think.

They tend to show up in high-profile cases. They showed up during Duke Lacrosse, Joe Horn (the guy in Texas who shot two guys who were burglarizing his neighbor's house), and now this.

They make a lot of noise, but that's about it.

Totally different organizations with different people and different goals. The original Black Panthers were actually pretty cool. The New Black Panthers are listed as a hate group by the Southern Poverty Law Center and others.

These are people who co-opted the name of the original party. Not good people either.

However, the Party understood that the gun was not necessarily revolutionary, for the police and all other oppressive forces had guns. It was the ideology behind the gun that determined its nature.

it is not a good idea to associate with the NBPP, and I'm glad that leaders like Jesse Jackson have denounced them. This group is bad news, and would only be something that the RWers can use to smear Treyvon Martin, just like how they used it to smear Obama in the Voter Intimidation incident.
