Kathleen Sebelius wasnt President Obamas first choice to run the Department of Health and Human Services and oversee the passage and implementation of health care reform. But after Sen. Tom Daschle (D-SD) dropped out, Obama tapped the two-term Kansas governor and former state insurance commissioner. Sebelius didnt have much D.C. experience, but had an impressive track record of working across the aisle as a Democratic governor in a red state.
And while the united GOP opposition to health legislation eventually overwhelmed any goodwill Sebelius had built up within the Republican party and the rocky rollout of Obamacare has come to dominate the discussion of her tenure as secretary, that bipartisan quality proved essential to the implementation of the law. Sebelius leaves the office having enrolled some 10 million people in health care coverage. This was only possible because she convinced numerous Republican lawmakers in bright red states to extended health care coverage to the poorest Americans. No one is talking about it, but it is her biggest and most impressive achievement as secretary.
In the aftermath of the Supreme Courts 2012 decision invalidating Obamacares compulsory Medicaid expansion, most Republican-controlled states refused to extend health care coverage to residents below 133 percent of the poverty line. But Sebelius traveled the country, urging Republican governors to reconsider. As of today, eight GOP-controlled states have approved expansion in no small part because of the flexibility Sebelius and her team provided.

Last month, in an interview with USA Today, Sebelius predicted that all GOP-controlled legislatures will eventually expand Medicaid in their states, closing a coverage gap that has left 4.8 million poor Americans without coverage. It not only would bring more people into the health care system, but it would dramatically reduce unpaid medical costs, she said. If the states do comply, it will be in no small part because of the bipartisan legacy she left behind.

(5,067 posts)that she asked for a certain number in the budget to roll out ACA, and she was given one-tenth of that. I'm not sure who was responsible for hiring non-IT firms to do IT work, but it's amazing that ACA met its goals despite funding and incompetent (deliberately so?) hirelings.

(11,589 posts)Her unusual fundraising push comes after Congress repeatedly rejected the Obama administration's requests for additional funds to set up the Affordable Care Act, leaving HHS to implement the president's signature legislative accomplishment on what officials have described as a shoestring budget.
I appreciate her service very much and I am sorry to see her go.

(116,464 posts)This week, however, arguably the more apt headline would read, Sebelius Departs After Miraculous Comeback, Exceeding ACA Enrollment Goals.
Perhaps its just a matter of perspective. If what matters most right now is that healthcare.gov was a dysfunctional mess last fall, then website troubles deserves to be the first line in the Sebelius legacy. On the other hand, if what matters most right now is that the website was repaired, enrollments soared, and the system is working as planned, website troubles should be a footnote in history.

Sebelius tackled an extremely difficult job and made her share of mistakes some of which were her fault, others not. But she and her team persevered and finished the job. What matters is how clutch players finish the game, not whether they had first-quarter turnovers.
In this sense, her departure isnt the final page of a failed story; its a drop-the-mic moment for an official who got the last laugh after some early stumbles.
