for those who heard the speech he is clearly talking about his going to the tribute as being worth it because of how inspired he was.

but wingnuts are trying to claim he was referring to the attacks itself. the good thing is that Biden is already known for "foot in mouth" so nobody is actually going to believe he actually thinks the attacks were worth it.
