Locally, when we have any kind of big public event like a festival, the organizers not only apply for usage permits for the parks but arrange for a row of portapotties to supplement the few permanent toilet facilities. Otherwise there would be lines a mile long outside the little building available for average daily use.

Usage permits in a tax supported public park? Sure, it's one way to control crowd flow for big events, otherwise half a dozen wedding groups might all show up at 10 am in the same place and collide with the birthday parties. And Washington DC is mega-times the size of my small city.
