Democrats controlled congress and the White House. GOP'ers are bad, but Democrats are not blameless. They knew in 2007 about the huge problems at the VA.

The Senate was controlled by conservative Democrats with gigantic egos (such as Lieberman).

Getting the votes to pass the ACA and the stimulus bill was difficult. Doubling spending on the VA without savage cuts elsewhere was not going to pass after those two.
