Phipps vows election changes (under presure for closing of 166 of the county's polling places)

Every Douglas County voter will soon receive an early voting application in the mail, a move by the election commissioner to counteract criticism of his plan to close polling places.

Commissioner Dave Phipps apologized Friday for a lack of communication from his office about the plan.

"I have never had to perform the redistricting process before, and I did not take into consideration just how strongly voters would feel," he said in a statement released by his office.

Phipps also vowed to establish a citizen advisory committee to evaluate the effect of closing polling places and make other changes.
