If I was out to obfuscate

to pretend something wasn't terrorism when it might have been, I would not choose the phrase "act of terror" in my comments about it. The word "terror" would not even be there. "Act of violence" or "act of lawlessness" would have done a better job at obfuscation.

No one tries to hide something partially. If you want to hide something, you hide it. You don't mention it. You go all in, not half way.
