The fact is that if they wanted to they could impeach Obama, but they could not get the Senate vote to throw him out.

They only need a majority of the House votes to vote for impeachment - which sets up a "trial" in the Senate - where they need 67 votes to kick him out. Even in teh House, they need articles of impeachment that argue that Obama has committed high crimes and misdemeanors. They really do not even have as believable a case as they had for Clinton!

So, even if they all decided to waste everyone's time, the Senate would stop everything. The down side for them, is that the country would hate them for doing it. For them, having their hate filled echo chamber accuse Obama of one thing after another is a better strategy. They are hoping that something - illegal or not will stick.
