Department of Homeland Security Brands Independent News Organization a ‘Threat’

Department of Homeland Security Brands ThisCantBeHappening! a ‘Threat’

Disturbing News, but Our Proudest Moment

by DAVE LINDORFF
CounterPunch, JUNE 09, 2014

ThisCantBeHappening! has just learned that our little news organization was listed, in an alert fired off to all 78 Fusion Centers by Kelly Wilson, Director of the Washington DC Fusion Center’s Regional Threat and Assessment Center, as a potential threat.

The stated role of the Fusion Centers, which were created (and lavishly funded) in the wake of 9-11, was to link federal, state and local law enforcement agencies in order to better detect and combat terrorists inside the US. So what about this threat posed by ThisCantBeHappening!, though? Well, as Threat Assessment Director Wilson explains in her alert, the threat is that TCBH! published an article suggesting that the Fusion Centers played a central role in orchestrating the attacks on Occupy Movement actions in cities all across the US.

As she states in her alert:

“Although at this time these reference to fusion centers and Occupy seems (sic) to be compartmentalized I wanted to make you aware of these references in case the national news media begins (sic) speculating about fusion center involvement.”

Wilson includes in her alert a headline and several key paragraphs from our Nov. 15, 2011 article (which was later proven by us and others to be totally accurate), as well as a link to our entire article on those connections. The selected quotation she chose read as follows:

Police State Tactics: Signs Point to a Coordinated National Program to Try and Unoccupy Wall Street and Other Cities

“…Shortly afterwards, on Oct. 25, (Oakland Mayor Jean) Quan authorized the first brutal police assault on Occupy Oakland. It led, among other things, to the critical wounding of Scott Olsen, an Iraq War veteran who was among the protesters, and was hit in the forehead by a police tear gas canister fired at close range.

“Who organized that critical conference call (among 18 mayors)? Was it Quan or one of the other mayors, or was it someone in the federal government? (Oakland attorney Dan) Siegel says he doesn’t know, and Quan isn’t saying.

“But both Siegel and (National Lawyers Guild Executive Director Heidi) Boghosian say they strongly suspect federal involvement in the planning of the recent spate of police violence against the occupiers. Says Siegel (who resigned in disgust from his post as an advisor to Quan following the brutal OPD assault on Occupy Oakland), ‘It’s only logical to assume that the Fusion Centers are involved, (Wilson’s emphasis) especially after the Oakland occupiers shutdown of the port in Oakland…’”

Homeland Security Fusion Center alert sent to all Fusion Centers by DC Office of Threat Assessment concerning ThisCantBeHappening! (click on image to go to original image at the Partnership for Civil Justice, which obtained the memo through the Freedom of Information Act)

We can see then that the exposing of a federal role in the brutal crushing of the peaceful and Constitutionally-protected Occupy Movement nationally, or even suggesting such a thing, in today’s America, is now considered to be a “threat” by the Department of Homeland Security and its Fusion Centers — both organizations that were specifically created not to monitor the media but to root out and “defend” the country from terrorism. The threat in our case is not that we are planning a bombing or some other kind of mayhem. Rather, what alarms the DHS and the “threat assessors” in the Fusion Centers is that ThisCantBeHappening!’s investigative reporting might eventually lead to the news about the Fusion Centers’ role in crushing Occupy breaking out of the “compartmentalized” alternative media and into the national news media, which then might “begin speculating about fusion center involvement.” (It seems self-evident that if the Fusion Centers had not been involved in orchestrating the Occupy crackdown, they wouldn’t have been worried at all about some small alternative news outfit like ours, or even the mainstream media, “speculating” about such a role, ergo this fear of exposure amounts to a full admission that the DHS and its Fusion Centers stand guilty as charged.)

I find that when the truth becomes a threat it is usually because something illegal is going on.
They should at least declare a state of permanent emergency if they wish to run the country like a police state, the illusion of living in a republic instead is a rather condescending insult if such is not the case.

FBI knew of plot to kill Occupy leadership, but did nothing.

"Darkness within darkness. The gateway to all understanding." - The Tao

FBI Document—“(DELETED)” Plots To Kill Occupy Leaders “If Deemed Necessary”

By Dave Lindorff
June 27, 2013 WhoWhatWhy.org

Would you be shocked to learn that the FBI apparently knew that some organization, perhaps even a law enforcement agency or private security outfit, had contingency plans to assassinate peaceful protestors in a major American city — and did nothing to intervene?

Would you be surprised to learn that this intelligence comes not from a shadowy whistle-blower but from the FBI itself – specifically, from a document obtained from Houston FBI office last December, as part of a Freedom of Information Act (FOIA) request filed by the Washington, DC-based Partnership for Civil Justice Fund?

To repeat: this comes from the FBI itself. The question, then, is: What did the FBI do about it?

The Plot

Remember the Occupy Movement? The peaceful crowds that camped out in the center of a number of cities in the fall of 2011, calling for some recognition by local, state and federal authorities that our democratic system was out of whack, controlled by corporate interests, and in need of immediate repair?

That movement swept the US beginning in mid-September 2011. When, in early October, the movement came to Houston, Texas, law enforcement officials and the city’s banking and oil industry executives freaked out perhaps even more so than they did in some other cities. The push-back took the form of violent assaults by police on Occupy activists, federal and local surveillance of people seen as organizers, infiltration by police provocateurs—and, as crazy as it sounds, some kind of plot to assassinate the “leaders” of this non-violent and leaderless movement.

Giving their people at the Fusion Centers a heads up to the fact that TCBH! is writing articles about the Fusion Centers that might lead to the mainstream media asking questions of the Fusion Centers is ... not exactly sinister.

Unless, you're actually working for the DHS trying to destroy TCBH!'s credibility by acting paranoid while pretending to be TCBH!!

Snip from Article but Best to Read Whole Article at the Above Link:

that ThisCantBeHappening!’s investigative reporting might eventually lead to the news about the Fusion Centers’ role in crushing Occupy breaking out of the “compartmentalized” alternative media and into the national news media, which then might “begin speculating about fusion center involvement.” (It seems self-evident that if the Fusion Centers had not been involved in orchestrating the Occupy crackdown, they wouldn’t have been worried at all about some small alternative news outfit like ours, or even the mainstream media, “speculating” about such a role, ergo this fear of exposure amounts to a full admission that the DHS and its Fusion Centers stand guilty as charged.)

While this document and the mentality it represents are deeply disturbing, ThisCantBeHappening! is at the same time proud to be recognized by the Washington intelligence nexus as posing that kind of threat to the emerging United States police state, of which the DHS and its Fusion Centers are a critical element.

Sadly though, although our article and the November 18 alert citing it sent out by Wilson ran in late 2011, it wasn’t until this month that the New York Times finally wrote about the Fusion Center role, using this and other documents obtained by the Partnership for Civil Justice Fund (PCJ), a Washington-based public interest legal organization focused on federal violations of the First and Fourth Amendments. And even then, the Times buried its story of Fusion Center involvement in the national crackdown on Occupy in its inside pages, rather than playing it where it belonged on the front page. The paper also made light of the Fusion Center effort, focusing on some of its sillier concerns, such as the overwrought government monitoring of an Occupy Movement call for a boycott of the retail industry’s Black Friday sale weekend.

"My administration ... is the only thing between you and the pitchforks." -- President Barack Obama, March 27, 2009

On 3 April 2009, Politico bannered innocuously (and deceptively, given the shocking core that was buried here - Obama's statement), "Inside Obama's Bank CEOs Meeting." Eamon Javers reported Obama telling Wall Street's CEOs, inside the White House, "My administration ... is the only thing between you and the pitchforks." (This essentially secret meeting, and the comment itself, had occurred on 27 March 2009, but Javers failed to cite the date, which was indicated only under the accompanying AP wire photo of the CEOs coming out of this publicly unannounced event.) Obama's remark was implicitly analogizing here: he implied that he was protecting these people not from prosecutions for crimes (which he actually was), but instead from angry irrational mobs outside, who were driven by blind hatred (like the lynch mobs were in the Old South). Obama was metaphorically siding here with the plantation owners, not with the slaves; with the KKK, not with their victims. This elite Black was telling them that he would protect them from prosecution. He wasn't going to protect the public - which he here analogized to simply a hate-obsessed mob of bigots.

Why do I have a problem with that?

As a Democrat -- in every election since my first, 1976 -- I believe all people are created equal and no one is above the law, including the rich and powerful. For some reason, since Jimmy Carter left office in 1981, they get wars without end for profit and bankster bailouts, while We the People get called to pick up their tab and fight their wars.

Two months after we were jumping for joy to see what we thought was the end of the Bush/Cheney crimes against the people here and elsewhere.

I guess this is why there is such pushback against those who are not going to be 'soothed' regarding all these crimes by this President or anyone else. He is failing to protect them because the people are not the fools those in power seem to think they are. OWS was then 'a failure to protect' the Wall St Criminals, which explains the brutal crackdown very clearly.

The fraudsters and traitors who tried to overthrow FDR in 1933 had kids.

And they are the ones* screwing America now.

What's different today, is we don't have Smedley Butler or FDR to stop them.

Baron de Rothschild and Prescott Bush, share a moment and some information, back in the day.

* Of course, it's not just a few rich families's offspring who screw the majority today. They've hired help and built up the giant noise machine to continue their work overthrowing the progress FDR and the New Deal brought America for 80 years.

Why would the nation and world's richest people do that? Progress costs money. And they don't want to pay for it, even when they've hoarded thanks to trickle down seven times more wealth than all of history put together. Instead, whey continue to work -- legally, through government and lobbyists -- to amass even more, transferring the wealth of the many to themselves and their banks offshore.

And instead of an armed mob led by a war hero on a white horse, their weapon became "Supply Side Economics." To most Americans, that means Trickle-Down. It's a real bad stroke of luck it's still the way of Washington.

...regarding the Attempted Wall Street Coup of FDR, is that after the plot was stopped, FDR let them off the hook.

It is these kinds of inexplicabilities that can be found time and again throughout our shaded history, that cause me to hesitate reaching any conclusions about what that all meant.

And the involvement he had in the setup and financing of Hitler, and the fact that he was never investigated nor charged in the Thyssen case, as far as history is concerned.

Prescott Bush was surely aghast at a sensational article the New York Herald Tribune splashed on its front page in July 1942.

“Hitler’s Angel Has 3 Million in US Bank,” read the headline above a story reporting that Adolf Hitler’s financier had stowed the fortune in Union Banking Corp., possibly to be held for “Nazi bigwigs.” Bush knew all about the New York bank: He was one of its seven directors. If the Nazi tie became known, it would be a potential “embarrassment,” Bush and his partners at Brown Brothers Harriman worried, explaining to government regulators that their position was merely an unpaid courtesy for a client. The situation grew more serious when the government seized Union’s assets under the Trading with the Enemy Act, the sort of action that could have ruined Bush’s political dreams.

As it turned out, his involvement wasn’t pursued by the press or political opponents during his Senate campaigns a decade later. But the episode may well have been one of the catalysts for a dramatic change in his life. Just as the Union Banking story broke, Bush volunteered to be chairman of United Service Organizations, putting himself on the national stage for the first time. He traveled the country raising millions of dollars to help boost the morale of US troops during World War II, enhancing his stature in a way that helped him get elected US senator. A son and grandson would become presidents.

I got my first glimpse of the "brick wall" when our voting machines were "Privatized",
but the curtain was puled back all the way in 2000 when the Supreme Court stopped the vote count in Florida.

Since then, it seems that the 1% are grabbing up the last things of value from the Working/Middle Class (Social Security & Education Funding) before pulling up the ladders and locking the gate.

''As Clover looked down the hillside her eyes filled with tears. If she could have spoken her thoughts, it would have been to say that this was not what they had aimed at when they had set themselves years ago to work for the overthrow of the human race.

These scenes of terror and slaughter were not what they had looked forward to on that night when old Major first stirred them to rebellion. If she herself had had any picture of the future, it had been of a society of animals set free from hunger and the whip, all equal, each working according to his capacity, the strong protecting the weak, as she had protected the lost brood of ducklings with her foreleg on the night of Major's speech.

Instead--she did not know why--they had come to a time when no one dared speak his mind, when fierce, growling dogs roamed everywhere, and when you had to watch your comrades torn to pieces after confessing to shocking crimes. There was no thought of rebellion or disobedience in her mind. She knew that, even as things were, they were far better off than they had been in the days of Jones, and that before all else it was needful to prevent the return of the human beings.

Whatever happened she would remain faithful, work hard, carry out the orders that were given to her, and accept the leadership of Napoleon. But still, it was not for this that she and all the other animals had hoped and toiled.''

21. Assange Labeled an 'Enemy' of the US in Secret Pentagon Documents
Tue Jun 10, 2014, 10:16 AM
Jun 2014

by: Dave Lindorff
hu, 10/04/2012 - 16:44

An investigative arm of the Pentagon has termed Wikileaks founder and editor-in-chief Julian Assange, currently holed up and claiming asylum in the Ecuadoran Embassy in London for fear he will be deported to Sweden and thence to the US, and his organization, both “enemies” of the United States.

The Age newspaper in Melbourne Australia is reporting that documents obtained through the US Freedom of Information Act from the Pentagon disclose that an investigation by the Air Force Office of Special Investigations, a counter-intelligence unit, of a military cyber systems analyst based in Britain who had reportedly expressed support for Wikileaks and had attended a demonstration in support of Assange, refers to the analyst as having been “communicating with the enemy, D-104.” The D-104 classification refers to an article of the US Uniform Military Code of Military Justice which prohibits military personnel from “communicating, corresponding or holding intercourse with the enemy.”

This is pretty dangerous language, referring to an Australian citizen who many consider to be no more than a working journalist who has been receiving information leaked by whistleblowers and disseminating that information to the public. As David Cole, a civil liberties attorney in the US associated with the Center for Constitutional Rights, notes, “The US military is not at war with Wikileaks or with Julian Assange.”

Certainly if a member of the US military were to go to a news organization like the New York Times -- or the Melbourne Age for that matter -- and leak some kind of damaging secret information exposing US military war crimes, it is hard to believe that the military would call that “communicating with the enemy” (though reportedly the Bush/Cheney administration considered, but then dropped the idea of bringing espionage charges against Times reporter James Risen for publishing in his book secret information about the government’s bungled effort to pass faulty A-bomb fuse technology to the Iranians). In any case, a military leaker could easily be charged under the military code with offenses like revealing national security secrets or some other serious charge, which would not involve charging any media organization that received the information.

The decision by the Pentagon to instead use the D-104 code to classify Assange as an “enemy” in this context is dangerous because since 9-11-2001, the US government, with the general consent of the courts, has been treating “enemies” of the state in some very frightening extra-judicial ways. Enemies of the US these days can be summarily arrested and carted away to black-site prisons or to a place like Guantanamo without even a requirement that any notice be given to friends or relatives. They can be locked up indefinitely and denied access to a lawyer. They can even be subjected to what is euphemistically called “enhanced interrogation,” which most people, and which international law, call torture, as was done to Private Bradley Manning, charged with providing hundreds of thousands of pages of secret documents to Wikileaks.

But trying to silence the truth is like putting a finger in a dam. They can silence one, but more will get through.

What all this does is to make clear that what we know which is bad enough, is probably only the tip of the iceberg as to what is really going on. Which is why they are so desperate to silence people.

Operation Garden Plot is a general U.S. Army and National Guard plan to respond to major domestic civil disturbances within the United States. The plan was developed in response to the civil disorders of the 1960s and is now under the control of the U.S. Northern Command (NORTHCOM). It provides Federal military and law enforcement assistance to local governments during times of major civil disturbances.

Garden Plot was last activated (as Noble Eagle) to provide military assistance to civil authorities following the September 11, 2001 attacks on the United States. The Pentagon also activated it to restore order during the 1992 Los Angeles Riots.

Under Homeland Security restructuring, it has been suggested that similar models be followed.

"Oversight of these homeland security missions should be provided by the National Guard Bureau based on the long-standing Garden Plot model in which National Guard units are trained and equipped to support civil authorities in crowd control and civil disturbance missions." Testimony of Major General Richard C. Alexander, ANGUS (Ret.), Executive Director, National Guard Association of the United States, Senate Appropriations Committee Hearing on Homeland Defense, April 11, 2002(1)

Rex 84, short for Readiness Exercise 1984, is a plan by the United States federal government to test their ability to detain large numbers of American citizens in case of civil unrest or national emergency.

According to scholar Diana Reynolds:

The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan; otherwise known as a continuity of government plan), indicates that FEMA in association with 34 other federal civil departments and agencies, along with other NATO nations, conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.

The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial law. (1)

Existence of a master military contingency plan, "Garden Plot" and a similar earlier exercise, "Lantern Spike" were originally revealed by journalist Ron Ridenhour, who summarized his findings in "Garden Plot and the New Action Army.&quot 2)

Rex 84 was mentioned during the Iran-Contra Hearings in 1987, and subsequently reported on by the Miami Herald on July 5, 1987. (3) Nonetheless, the basic facts about Rex 84 and other contingency planning readiness exercises--and the potential threat they pose to civil liberties if fully implemented in a real operation--are taken seriously by scholars and civil libertarians.(4)

PS: Remember how Poppy Bush press secretary Marlin Fitzwater termed the riots post-innocent verdict for the cops who savagely beat Rodney King: "Evidence of the failed Great Society social engineering programs of the 1960s." From what I can tell, these are the same class of traitors -- including the children and grandchildren -- of those who tried to overthrow FDR in 1933 and then managed to overthrow JFK in 1963.

Sometimes I wonder if these events, which seem so coincidental, are actually cynically planned to mock the people.

What's also interesting is that from what we are learning, thanks to all the Whistle Blowers, is that our Intel Agencies are spending the billions they are appropriating supposedly to protect the American from terror attacks, and a whole lot of their time, on the PEOPLE as if THAT is where the real threat is.

Not much about actual 'terrorists' anywhere in all these revelations. But they sure are prepared to attack the people 'if necessary'.

36. Rep. Jack Brooks asked traitor Oliver North about a plan to suspend the Constitution that year...
Tue Jun 10, 2014, 01:31 PM
Jun 2014

The moment, captured by Kodak:

Ollie stared at Brooks and turned to whisper some question to his lawyer, Brendan Sullivan. Before they answered, Sen. Inouye, D-Hawaii, said questions like that were best answered in closed session. Here're a few more details, courtesy of Bartcop and ProRev:

News from Post-Constitutional America

PROGRESSIVE REVIEW, 1996 - The issue arose again during the Iran-Contra affair, but even in the wake of all the copy on that scandal, the public got little sense of how far some America's soldiers of fortune were willing to go to achieve their ends. When the Iran-Contra hearings came close to the matter, chair Senator Inouye backed swiftly away. Here is an excerpt from those hearings. Oliver North is at the witness table:

REP BROOKS: Colonel North, in your work at the NSC, were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?

BRENDAN SULLIVAN: Mr. Chairman?

SEN INOUYE: I believe that question touches upon a highly sensitive and classified area so may I request that you not touch on that.

REP BROOKS: I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was the area in which he had worked. I believe that it was and I wanted to get his confirmation.

SEN INOUYE; May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I'm certain arrangements can be made for an executive session

With few exceptions, the media ignored what well could be the most startling revelation to have come out of the Iran/Contra affair, namely that high officials of the US government were planning a possible military/civilian coup. First among the exceptions was the Miami Herald, which on July 5, 1987, ran the story to which Jack Brooks referred. The article, by Alfonzo Chardy, revealed Oliver North's involvement in plans for the Federal Emergency Management Agency to take over federal, state and local functions during an ill-defined national emergency.

According to Chardy, the plan called for 'suspension of the Constitution, turning control of the government over to the Federal Management Agency, emergency appointment of military commanders to run state and local governments and declaration of martial law.' The proposal appears to have forgotten that Congress, legislatures and the judiciary even existed.

JUDICIARY COMMITTEE REPORT CALLS FOR INDEPENDENT COUNSEL TO INVESTIGATE THE INSLAW CONTROVERSY

The ("INSLAW Affair&quot report concludes that there appears to be strong evidence, as indicated by the findings of two Federal court proceedings, as well as by the Committee investigation, that the Department of Justice "acted willfully and fraudulently," and "took, converted and stole," INSLAW's Enhanced PROMIS by "trickery, fraud and deceit." The report finds that these actions against INSLAW were implemented through the Project Manager from the beginning of the contract and under the direction of high-level Justice Department officials. The evidence presented in the report demonstrates that high-level Department officials deliberately ignored INSLAW's proprietary rights and misappropriated its PROMIS software for use at locations not covered under contract with the company. Justice then proceeded to challenge INSLAW's claims in court even though its own internal deliberations had concluded that these claims were valid and that the Department would most likely lose in court on this issue.

According to the report, the second phase of the Committee's investigation concentrated on the allegations that high-level officials at the Department of Justice conspired to drive INSLAW into insolvency and steal PROMIS. In this regard, the report states that several individuals testified under oath that INSLAW's PROMIS software was stolen and distributed internationally in order to provide financial gain to associates of Justice Department officials and to further intelligence and foreign policy objectives of the United States. Additional corroborating evidence was uncovered by the Committee which substantiated to varying degrees the information provided by these individuals.

(Chairman) Brooks stated, "Although (the Department of Justice was) faced with a growing body of evidence that serious wrongdoing had occurred which reached to the highest levels of the Department, both Attorney General Meese and Thornburgh ignored these findings of two Federal courts and refused to seek the appointment of an Independent Counsel."

"Summer Of the Octopus"

WASHINGTON POST
by Mary McGrory
August 18, 1991

--------------------------------------------------------------------------------
(Danny Casolaro) had been investigating the Inslaw case, a tangled affair of government perfidy and international intrigue that has been in litigation since 1983. In his explorations, he found out about possibly related scandals -- BCCI, S&Ls, Iran-contra, the "October surprise" -- but until two weeks ago, he had found nothing about Inslaw. Then, he joyfully told friends, he hit bingo. One more interview and the case was cracked.
Suicides do not tell their intimates within days of taking the hemlock that they are "ecstatic" or "euphoric." Casolaro did. Nor do they attend family birthday parties, as Danny Casolaro was planning to do hours before he died. The last known call was to his mother in Fairfax (VA). He told her he was on Interstate 81 in Pennsylvania. He would be late, but he was headed home. A manic-depressive might then kill himself. Nobody ever suggested Danny Casolaro was one.

Although the case involves the alleged theft of computer software by the Justice Department in the time of Ed Meese, Thornburgh took it to his bosom. Bill Hamilton, a perfectly nice midwesterner who owned a Washington firm called Inslaw, had invented Promis, a software especially adapted to crime statistics, which he sold to Justice. The second year, Justice stopped making payments. Hamilton and his wife, Nancy, believe that cronies of Meese were given the franchise to sell around the world. Promis has turned up in Canada and Pakistan. Thelink with the "October surprise" is Earl Brian, a former Reagan political associate who allegedly paid off Iranians to keep the hostages until after the 1980 election -- and allegedly was paid off himself with huge profits from Promis.

But the real power of PROMIS, according to Hamilton, is that with a staggering 570,000 lines of computer code, PROMIS can integrate innumerable databases without requiring any reprogramming. In essence, PROMIS can turn blind data into information. And anyone in government will tell you that information, when wielded with finesse, begets power. Converted to use by intelligence agencies, as has been alleged in interviews by ex-CIA and Israeli Mossad agents, PROMIS can be a powerful tracking device capable of monitoring intelligence operations, agents and targets, instead of legal cases.

Apparently, Israel was not the only country interested in using PROMIS for internal security purposes, Lt. Col. Oliver North also may have been using the program. According to several intelligence community sources, PROMIS was in use at a 6,100 square-foot command center built on the sixth floor of the Justice Department. According to both a contractor who helped design the center and information disclosed during the Iran-contra hearings, Oliver North had a similar, but smaller, White House operations room that was connected by computer link to the DOJ's command center,

Using the computers in the command center, North tracked dissidents and potential troublemakers within the United States as part of a domestic emergency preparedness program, commissioned under Reagan's Federal Emergency Management Agency (FEMA), according to sources and published reports. Using PROMIS, sources point out, North could have drawn up lists of anyone ever arrested for a political protest, for example, or anyone who had ever refused to pay their taxes. Compared to PROMIS, Richard Nixon's enemies lists or Sen. Joe McCarthy's blacklist look downright crude. The operation was so sensitive that when Rep. Jack Brooks asked North about it during the Iran-contra hearings, the hearing was immediately suspended pending an executive (secret) conference. When the hearings were reconvened, the issue of North's FEMA dealings was dropped.

Freelance reporter Danny Casolaro spent the last few years of his life investigating a pattern which he called "The Octopus." According to Casolaro, Inslaw was only part of a greater story of how intelligence agencies, the Department of Justice and even the mob had subverted the government and its various functions for their own profit.

"The Dirtiest Bank of All"

TIME
July 29, 1991

The more conventional departments of B.C.C.I. (Bank of Credit and Commerce International) handled such services as laundering money for the drug trade and helping dictators loot their national treasuries. The black network, which is still functioning, operates a lucrative arms-trade business and transports drugs and gold. According to investigators and participants in those operations, it often works with Western and Middle Eastern intelligence agencies. The strange and still murky ties between B.C.C.I. and the intelligence agencies of several countries are so pervasive that even the White House has become entangled. As TIME reported earlier this month, the National Security Council used B.C.C.I. to funnel money for the Iran-contra deals, and the CIA maintained accounts in B.C.C.I. for covert operations. Moreover, investigators have told TIME that the Defense Intelligence Agency has maintained a slush-fund account with B.C.C.I. apparently to pay for clandestine activities.
But the CIA may have used B.C.C.I. as more than an undercover banker: U.S. agents collaborated with the black network in several operations, according to a B.C.C.I. black-network "officer" who is now a secret U.S. government witness. Sources have told investigators that B.C.C.I. worked closely with Israel's spy agencies and other Western intelligence groups as well, especially in arms deals.

Danny Casolaro, for instance...

The Octopus

Secret Government and the Death of Danny Casolaro

by Kenn Thomas and Jim Keith
Review by Jon Roland

Danny Casolaro called it "the Octopus". A vast, interlocking network of criminal conspiracy that reaches into every branch and agency of the U.S. government, many other national governments, and every sector of our societies.

An investigative reporter seeking the truth, Danny told his friends he was meeting an informant to "bring back the head of the Octopus" when his body was found in a hotel in Martinsburg, West Virginia, on August 10, 1991. Much of the evidence he had gathered was missing. The death was ruled a "suicide", but the evidence supports murder. He never had the chance to write the book he was working on. This is an attempt to finish the book Danny started, based on his surviving notes and further investigation.

Critics will say that this book contains much material that is unconfirmed. The authors admit this, but much of the information is of a character that does not lend itself to confirmation, unless we some day kill the Octopus and dissect its tentacles. Nevertheless, the pieces do fit together to create a coherent picture, albeit an incomplete one. Much work remains to be done to bring the full truth to light. This book can provide a foundation for further investigation.

Casolaro's investigation began with his inquiry into the case of Inslaw, from whom the U.S. Justice Department stole a software package called PROMIS and sold it to governments and financial institutions around the world, after modifying it to provide a back door by which they would track the movement of money and other assets everywhere.

In investigations it is an old rule that you "follow the money", but in this case we can track the spread of the PROMIS package to follow the people who are following the money, and in so doing, exhibit the links in the network of criminal influence around the world and back to their origins, the way a physician might use an angiogram to reveal the blood flows in a human body.

Along the way the authors touch on virtually every kind of criminal enterprise and official corruption and abuse. They tie it all together in what is, if nothing else, the most complete and complex conspiracy theory yet developed, and one that is perhaps the best supported by available evidence. If even a part of this is true, it demands the attention of every responsible person. There is no escaping this monster. Either we kill it or it will kill us.

Much of this material will be familiar to investigators, reformers, and conspiracy buffs. But Thomas and Keith have found some new material and put the pieces together in some new ways that make sense. Time will tell how much of it is true. But the evidence, if not all valid, certainly needs to be explained.

If you thought all you had to worry about was the feds reading your email, or perhaps picking up the RF from your computer keyboard, consider what is said in an interview in this book with Michael Riconosciuto, the computer expert who modified the PROMIS package for the U.S. government:

Q: There was that one interview with [William] Hamilton where he was talking about how PROMIS is some kind of system that includes chips that broadcast directly to NSA satellites.

MR: They are not chips as such. The existing chips in the machine are tricked into doing it. I'm getting ready to go on television explaining that chapter and verse.

Q: On national television?

MR: German television. I will explain in hardcore, unambiguous technical terms how it's done. Unambiguous to people who are technically competent.

Q: When I describe these things to other people they say "That's not possible", particularly people who like to think of themselves as computer jocks. My thought is that ordinary people with PCs can do incredible things now, particularly with the CD ROM stuff.

MR: If you know what you're doing.

Q: But the people who actually invest enormous amounts of money and resources into it, like the National Security Agency, can do things untold, I'm sure.

MR: I'm letting the cat out of the bag where PROMIS is with the NSA. It's in the MOSIS program. The Metal Oxide Semiconductor Implementation System.

Behind TV Analysts, Pentagon’s Hidden Hand

By DAVID BARSTOW
The New York Times, April 20, 2008

In the summer of 2005, the Bush administration confronted a fresh wave of criticism over Guantánamo Bay. The detention center had just been branded “the gulag of our times” by Amnesty International, there were new allegations of abuse from United Nations human rights experts and calls were mounting for its closure.

The administration’s communications experts responded swiftly. Early one Friday morning, they put a group of retired military officers on one of the jets normally used by Vice President Dick Cheney and flew them to Cuba for a carefully orchestrated tour of Guantánamo.

To the public, these men are members of a familiar fraternity, presented tens of thousands of times on television and radio as “military analysts” whose long service has equipped them to give authoritative and unfettered judgments about the most pressing issues of the post-Sept. 11 world.

Hidden behind that appearance of objectivity, though, is a Pentagon information apparatus that has used those analysts in a campaign to generate favorable news coverage of the administration’s wartime performance, an examination by The New York Times has found.

SNIP...

Pentagon Keeps Tabs

As it happened, the analysts’ news media appearances were being closely monitored. The Pentagon paid a private contractor, Omnitec Solutions, hundreds of thousands of dollars to scour databases for any trace of the analysts, be it a segment on “The O’Reilly Factor” or an interview with The Daily Inter Lake in Montana, circulation 20,000.

Omnitec evaluated their appearances using the same tools as corporate branding experts. One report, assessing the impact of several trips to Iraq in 2005, offered example after example of analysts echoing Pentagon themes on all the networks.
