Is it accidental?

Listening to John Kerry speak about the events happening in Iraq, I noted that instead of pronouncing the individual letters I-S-S-L, he pronounces them as a single world "EYE-sl". It almost sounds like he's saying "Issa".

Not to suggest that he's doing that intentionally.
