Washington state man struck by cop car, dragged down street


Emanuel Andrade, 22 — a U.S. Army soldier and father-of-two — was lying in a Tacoma street when a marked police car suddenly ran him over and dragged him down the street early Saturday. Footage from a home security camera shows the cruiser inching its way down the street just before the victim was struck.



A young father-of-two was in critical condition after he collapsed in a Washington state street and was run over by a police cruiser, officials said.

Emanuel Andrade, 22, was lying in the street after he stumbled while trying to get behind the wheel of a car in Tacoma early Saturday — just moments before the police car struck him and dragged him down the block, KIRO-TV reported.

Shocking footage from a home security camera shows Andrade, a U.S. Army soldier stationed at Joint Base Lewis-McChord, sprawled in the street as the marked cruiser inches its way down the street.

The other is to reform anti-drug laws. Part of reforming these laws is to put a wrench into the law enforcement unions/advocacy organizations. The rest of the developed world rejects unions for police as they are, first in the business of public safety, therefore they cannot be allowed to strike. Second, those enforcing the laws must not advocate for policies that will give them business at the expense of the freedom/liberties of the public. Both Calvin Coolidge and FDR held the same beliefs and strongly opposed union representation for public safety officials.

i don't know what kind of excuse it is because it's not a very good one at all.

he was trying to be really observant and looking for people, then comes across one illuminated by his own headlights and doesn't see it?

never mind the driving safety factor, if he can't spot a well-lit person right in front of him then he'll never make detective!

There's no other way to see it. It's beyond reasonable doubt that the driver had seen the man lying there. He stopped 3 times within view of the man before driving over him. Depending on how the law is worded, the best possible outcome the police officer can hope for is "I was sure he was dead, and I wanted to know what it felt like to drive over a body". But it's hard to see a police officer getting away with "I never thought to check if he was just unconscious".
