US State Department Spokesperson Jen Psaki said that Due to delays in flights departing from Brussels as a result of flight supervisors striking. Kerry will instead travel by train.

A train from Brussels to Paris takes only about an hour and twenty minutes--surely less time than getting to the airport and all the rigamarol that entails (though I'm sure it entails less for Kerry than for your average traveler).
In my opinion, it would be a little crazy to take a plane from Brussels to Paris. Why shouldn't he take the train?

first of all a top US official dosn't use train since decades, apart if for very exceptional events ( Obama in 2008) , and funny because even a top official like him can be stuck by workers strinking!
