Voting scam surfaces in Seminole County
(It's a little complicated. A person intentionally copy-catted a letter that he believed was targeting Hispanic voters to suppress their vote. So he copied the letter and sent it to Republicans, apparently to bring attention to the problem.)

The issue began back in October 2012, when Baker read about efforts by Florida Gov. Rick Scott and Florida Secretary of State Ken Detzner to identify voters who were ineligible to vote. According to reports that Baker read, county officials in Florida were seeking out voters whose eligibility was in question, and notifying them via mail that they may not be eligible to vote.
According to the plea agreement, Baker believed this was an effort to suppress voter turnout.
[Baker] believed that the efforts of [Scott] and [Detzner] were targeted at Hispanic voters who would likely vote for candidates of the Democratic Party, the plea agreement stated. [Baker] believed that some of the recipients of such letters would not vote, and this belief angered him.
Baker responded to this by creating his own copycat letters of the ones that were sent out by county officials. The letters were essentially falsified documents that looked like they were from county officials, telling people they may not be eligible to vote. According to the Tampa Bay Times, he sent out about 200 of these letters to Republican Party donors in Florida.
