Really. They keep playing until someone collapses from exhaustion - maybe the team who has a player die first? Maybe they could go with the Shrovetide football idea and bring on everyone on both benches for a melee?
It has to end somehow.

But, as I once told Sir Winston Churchill, penalties are the worst way to break a tie, except for all the others.
And it's not really random either. It's everything to do with confidence and mental state. That's why some teams (Germany, etc) always win them and others (England) never do.
You can't deny it's exciting.
