President Obama: When Congress Fails, I'll 'Scour' Authorities To 'Make Progress'

"I never have a green light," Obama responded, adding that he is "bound by the Constitution" and Congress.

"My preference in all these instances is to work with Congress," he continued.

But he reiterated that he will use executive authority when Congress fails to act.

"In the face of that kind of dysfunction, what I can do is scour our authorities to try to make progress," he said.

The entire teaparty and mnost of the republican party should be arrested and indicted and imprisoned for treason

hellbent on sending us off a cliff. Congress should be synonymous with dysfunction. I expected a somewhat more angry POTUS. A lot harsher words toward the GOP and Congress.

that Congress won't not only not work with the President.. they won't do anything except raise their own salaries, take vacations, repeal Obamacare, and whine about the President doing his job.
