I can't help but wonder just how much of a brat this girl is.
13-year-old Manitowoc girl caught driving illegally again
MANITOWOC, Wis. (AP) - A 13-year-old girl who was arrested for drunken driving in eastern Wisconsin last week has been arrested again.
The Manitowoc Police Department says she's the same girl who was caught driving while intoxicated Aug. 13. Five other juveniles, 14 and under, were along for the ride back then. She was released to her mother.
Now, the department says, the same 13-year-old was spotted driving late Thursday afternoon. She took off when a squad car activated its flashing lights and siren, with four other juveniles in the car. They fled for about two blocks before exiting the vehicle - without putting it into park. All five were caught after a short foot chase. The vehicle rolled up into a yard.

(79 posts)I don't know of any kid that wasn't a bit of a rebel in their day, but good parenting will stomp most (if not all) of it out. It sounds to me like this girl needs a "reawakening".
The article is lacking in quite a bit of detail, but if she turns out to have legitimate mental issues, she should be treated, but not exonerated for any future actions.

(111,339 posts)and my parents really had no moral leg to stand on and I knew it. As long as I didn't come home pregnant or call them from jail for bail money, they pretty much groaned and looked the other way.
They had also been teenagers from hell.

(15,480 posts)Regardless of what other problems the girl has. Even if we're talking single parent working 2 jobs, etc. keep the keys. OR maybe she "borrowed" grandma's car. Very little info in the report Obviously, if she is drunk driving at the age of 13, there is a major lack of supervision, but the kid has connections to get alcohol. Whomever let the kid have access to alcohol is liable for criminal charges. And if she were in an accident with the car, whomever owns that car will find their insurance doesn't cover an illegal driver and they are subject to major losses from civil lawsuits. Drunk driving at 13 - this kid needs help and so far the judge, her family and children and youth services are all falling down on the job.

Once would be bad enough, a second time should be criminal.

(15,480 posts)As several people have noted, the report is really brief and leaves a lot of questions. I think it's infinitely easier for a kid to get alcohol then to get access to a car. Even if a kid does not have access to alcohol in their own home, they can get it from an older friend who can buy it, a younger friend whose parents leave it available, via a fake ID (although at 13, that's a stretch). Back in the mid-80's, I was disgusted to learn that a boy on my son's soccer team had a mother who provided kegs of beer for her 17 year old son's parties, because she thought it was really funny to watch these teens get drunk.
Whatever the source for this 13 year old's drinking, I hope she gets help somewhere.

(29,722 posts)being abused; either sexually or physically...most likely sexually and of course emotionally. Children act out to get attention and the horror of her life must be so grave that she must drink and drive to escape whatever demon chasing her. Children are not intrinsically bad.

(79 posts)I've known a bunch of kids who were raised in good households (myself included) that did dumb crap as a minor. This seems like you're projecting.

(14,177 posts)when she was nine. But, she wouldn't ever drink and drive that would be wrong. I don't think 13 is too young to drive in a lot of places. I wouldn't want kids driving in busy urban areas, but out in the sticks about the worst that can happen is you hit a mail box or end up in a ditch shaken but not worse for wear.
I don't know if the parents can do anything or not. If they can't perhaps they can surrender her to the police or whoever can do something. It's probably harsh, but she is 13 and driving drunk. I only care about the second half of the equation because that is the real safety issue.

(6,913 posts)Having said that, I think that a parent in that position has to go all out. Counseling, sleeping with the car keys, Dr. Phil, whatever you can do.
Sometimes, nothing a parent can do will change or curtail behavior, but you gotta try.
