Is likely a reference to this 1960 short classic, "Munro", about a four year old boy who is drafted. He keeps telling adults "I'm only four" but they don't notice, until the end.

I realize the cartoons are pointing out the absurdity of the NRA's position and the gun culture but I keep thinking of a little girl who will be scarred for life. That is not a laughing matter.
