The new testament is interpreted a lot of different ways, depending on the how those doing the interpreting want to manipulate their followers.

Jesus always stressed that he wasn't on earth to save the good and just, but the sinners. Murderers, thieves, rapists and those we consider the worst scum of society were his 'lost sheep.' And he stated with parables like the laborers that started work late in the day and were paid the same wage as the ones that had been there all day, that it was never too late for salvation. Lost sheep, lost coins, the prodigal son, the laborers and the good physician all were themes of redemption of sinners. For some reason, the most theocratic and rigidly religious always need scapegoats to project sin on. It seems to be wired into their dogmas.
