Where were the dogs when "the fence jumper" got into the White House

The White House has some of the best trained guard dogs in the world and yet
nobody released them when the conditions called for exactly that kind of response.
Why?

And who put out this bald faced lie?

1. The dogs don't always attack the right person.

Apparently, they have a tendency to go after the secret service agents.

Somebody running across the grounds and all the handler would have to
say would be "get em" or "sic em" or if the dog has been trained in
German some command in that language. The White House should have
the best trained security dogs and handlers in the world.
