It's a poll tax plus a literacy test.

A lot of reasonably intelligent people would have some difficulty obtaining a birth certificate from out of state. It requires computer literacy as well as a good memory for details (or access to old documents).

If you are elderly or ill and don't drive, you are also going to have trouble doing all you need to do to get your papers together and getting to the DMV or wherever for a photo ID. If you think you don't like dealing with the DMV, try it sick, in a wheelchair and alone.

This is why I have been posting for a long time that part of the GOTV effort should be speaking to the people we know who are older or frailer to see if they need help getting an absentee ballot and/or an ID.
